Under the DMCA, the Librarian of Congress has the authority to determine if jailbreaking and certain other practices violate federal copyright law. Developers frequently jailbreak their smartphones by installing applications blocked by the operating system. The Librarian of Congress decided that DMCA does not bar the jailbreaking of an iPhone, finding that there's "no basis for copyright law to assist Apple in protecting its restrictive business model."
