Civil case turns into criminal investigation

Plaintiff in a civil case is being investigated for a criminal conduct. What is the investigator limitation as to evidence collecting or following leads. can an investigator obtain testimony/statements/court documents from the civil case to use as evidence? I do know it creates parallel cases if charges were brought.
