United States Court of Appeals for the Fourth Circuit

From lawbrain.com

The Eleven Circuits of the United States Court of Appeals were authorized by Congress and Article III of the US Constitution. The judges that serve on the bench are nominated by the President of the United States, and confirmed by the United States Senate. The judges serve a lifetime tenure.

Why the Courts were Established

The U.S. Courts of Appeals were the first Federal Courts designed exclusively to hear cases on appeal from trial courts.
